My take on the sketch!
The hearts and "hugs" are cutting files from Miss Kate cuttables. The 'sending' part was computer generated. I embossed the hearts and added a couple of sequins to complete the card.
I am adding this card to the no designer paper challenge at Simon says stamp.

Love this color combo and the perfectly matched bling. I like the mix of the two fonts that you used for the sentiment. Nice touch embossing the paper on the hearts too :)
